Indian Railways Revises Ticket Cancellation Policy: Here Are The New Refund Rates

The Indian Railways is not simply a mode of transportation. It is the lifeline of a country as large and diverse as India, traversing over several kilometers, connecting rural villages to urban cities. The vast network transports millions of passengers daily. In addition to this, it also serves as a support system for the freight movement and economic activities in the country. Perhaps one of the most remarkable features of the Indian Railways is its ability to provide affordable transportation to people of all kinds. It has made mobility possible for people with limited means as well.

The availability of sleeper coaches, general compartments, and even advanced classes like AC coaches has made it possible to provide something for everyone. Alongside this, several other developments have also been made in the form of ticket cancellation policies, signifying the efforts made by this organization to make ticketing processes transparent.

Indian Railways revises ticket cancellation rules

Indian Railways has brought about many changes to the ticket cancellation policy and the refund rules. The rules have become much more stringent, with the penalties for cancellation depending on the timing of the cancellation with respect to the actual departure time of the train. These changes will be implemented in phases between April 1 and April 15, 2026.

Earlier, the refund rules were relatively flexible for passengers depending upon the class of travel and the timing of the cancellation of the tickets. The revised system introduces a more standardized and stricter penalty framework.

More than 72 hours before departure

  • Before: Refunds were allowed, but nominal deductions were made based on classes.
  • Now: A flat cancellation charge per passenger is deducted, but passengers are given the maximum refund possible.

Between 72 hours and 24 hours

  • Before: Refunds were allowed, but deductions were minimal depending on classes.
  • Now: A 25% deduction of the fare of the ticket (minimum charge applies) is made.

Between 24 hours and 8 hours

  • Before: Partial refunds were allowed, but deductions were moderate.
  • Now: A 50% deduction of the fare is made, which is a steeper rate compared to earlier, making such cancellations more expensive.

Less than 8 hours before departure

  • Before: Some refund was allowed in some cases.
  • Now: This is one of the strictest changes in the policy, where no refund is allowed.

The new cancellation charges are a reflection of the Indian Railways’ attempt to curb the misuse of the booking system and to ensure that confirmed tickets are not left vacant due to last-minute cancellations. The railways are encouraging responsible booking habits among passengers through higher penalties.

Other key reforms recently brought up in ticket booking

Further, through its digital platform, the Indian Railway Catering and Tourism Corporation has made the use of Aadhaar card authentication mandatory. From July 1, 2025, users must undergo the Aadhaar card authentication process to book Tatkal tickets, and from October 1, 2025, users who wish to book reserved tickets under the general quota must undergo the authentication process within the first 15 minutes of the opening time.

In addition, railway agents are also being restricted, where they are not allowed to book Tatkal tickets during the initial 30 minutes of the opening time, i.e., between 10:00 a.m. and 10:30 a.m. for AC classes and between 11:00 a.m. and 11:30 a.m. for non-AC classes.
